If the Emergency Certificate (EC) is Lost Abroad
If you lose your Emergency Certificate (EC) while abroad, you must first report it to the nearest police station.
After filing the police report, contact the nearest Indian Embassy or Consulate in the country where you are currently residing.
Apply for an EC Replacement.
For EC replacement, you must submit a copy of the lost EC.
If a copy is unavailable, obtain its details from the Embassy or consulate and then apply for a new one.
Visit the Indian Mission/Consulate in person along with the police report and all valid documents in original to apply for a replacement EC.
IF the Emergency Certificate (EC) is lost in India
If you lose your Emergency Certificate in India, you should register a complaint at the local police station where it was lost.
Along with this, you also need to submit a complaint about the passport you lost abroad.
After filing the police report, you can apply for a new passport online.
Before applying online, you may also contact the nearest Passport Office or Regional Passport Office (RPO) for any inquiries.
To apply, you must have the details of your lost passport and the Emergency Certificate issued to you.
If these details are not available, you should collect them from the Regional Passport Office (RPO), and then you can apply for the passport renewal.
Online Application Process
Visit the Passport Seva Portal .
Register to create an account (if not a registered user).
Select "Reissue of Passport" and fill out the application form.
Pay the applicable fees and select a date and the Passport Seva Kendra to schedule your appointment.
On the appointment date, visit the passport office with all valid documents .
Before police verification, the application file is forwarded to the RPO for verification. Sometimes, applicants may also be called to the RPO in person.
Visit the Regional Passport Office (RPO) for verification if required.
After successful police verification , the passport will be sent to your address through speed post .
Passport Fees
If the lost passport is valid, the fee is Rs 3,000/-.
For an expired lost passport, the fee is Rs 1,500/-.
Important Documents
A copy of the old passport (If available)
A copy of the Emergency Certificate (EC).
A copy of the Police FIR with the GD number .
Identity, address, birth proof and other requested documents.

Such services cannot be availed under the Tatkal scheme.
