How to Apply for a New Passport if the Emergency Certificate (EC) is Lost Abroad or in India

If the Emergency Certificate (EC) is Lost Abroad

  • If you lose your Emergency Certificate (EC) while abroad, you must first report it to the nearest police station.
  • After filing the police report, contact the nearest Indian Embassy or Consulate in the country where you are currently residing.
  • Apply for an EC Replacement.
  • For EC replacement, you must submit a copy of the lost EC.
  • If a copy is unavailable, obtain its details from the Embassy or consulate and then apply for a new one.
  • Visit the Indian Mission/Consulate in person along with the police report and all valid documents in original to apply for a replacement EC.

IF the Emergency Certificate (EC) is lost in India

  • If you lose your Emergency Certificate in India, you should register a complaint at the local police station where it was lost.
  • Along with this, you also need to submit a complaint about the passport you lost abroad.
  • After filing the police report, you can apply for a new passport online.
  • Before applying online, you may also contact the nearest Passport Office or Regional Passport Office (RPO) for any inquiries.
  • To apply, you must have the details of your lost passport and the Emergency Certificate issued to you.
  • If these details are not available, you should collect them from the Regional Passport Office (RPO), and then you can apply for the passport renewal.

Online Application Process

  • Visit the Passport Seva Portal.
  • Register to create an account (if not a registered user).
  • Select "Reissue of Passport" and fill out the application form.
  • Pay the applicable fees and select a date and the Passport Seva Kendra to schedule your appointment.
  • On the appointment date, visit the passport office with all valid documents.
  • Before police verification, the application file is forwarded to the RPO for verification. Sometimes, applicants may also be called to the RPO in person.
  • Visit the Regional Passport Office (RPO) for verification if required.
  • After successful police verification, the passport will be sent to your address through speed post.

Passport Fees

  • If the lost passport is valid, the fee is Rs 3,000/-.
  • For an expired lost passport, the fee is Rs 1,500/-.

Important Documents

  • A copy of the old passport (If available)
  • A copy of the Emergency Certificate (EC).
  • A copy of the Police FIR with the GD number.
  • Identity, address, birth proof and other requested documents.

Note*

  • Such services cannot be availed under the Tatkal scheme.
  • In the normal process, apply for a passport reissue under the 'Lost Passport' category.
