What is Police Clearance Certificate (PCC) and Why it is needed for Passport?

PCC stands for Police Clearance Certificate which is an official and government document. Indian Passport Authority itself issued the Police Clearance Certificate for applicants. Only Indian Passport holders are eligible to apply for PCC Certificate.

Police Clearance Certificate has details of Passport holder past or previous criminal record. This certificate is mandatorily asked by foreign countries to check criminal history before approving visas or at the time of immigration.

When Police Clearance Certificate (PCC) is Needed?

  • Police Clearance Certificate will be mandatorily required during long visits to foreign countries, some conditions is mentioned below :-
    • If any Indian Passport Holder applied for residential status of foreign country.
    • If individual is going abroad for long term employment purpose.
    • Student's going on Study Visa. (Required in some specific countries)
    • PCC is also required at the time of immigration.
    • Police Clearance Certificate is not required for those people who are going to foreign countries on tourist visas.

Validity of Police Clearance Certificate (PCC)

  • Generally Police Clearance Certificate issued by Indian Passport Authority is valid for only 6 months.
  • But in Gulf countries like Iraq, Kuwait, Saudi Arabia, Qatar and Bahrain, it is valid only for 3 month.
  • Indian Passport Holder can get PCC for one country at a time. If PCC is needed for multiple countries, then India Passport Holder will have to apply separately for each country.
  • Police Clearance Certificate can only be applied by Indian Passport Holder whose Age is above 18 years.

PCC Application Important Guidelines

  1. Passport Address is Different from Current Living Address :-
    • If there is a mismatch in applicant's passport address and current living address and applicant wants police clearance certificate on current living address then Aadhaar Card is required as supporting document for current address proof.
    • Applicant has to make sure that Aadhaar Card must have updated address on which he/ she is currently living.
  2. Correction in PCC Application :-
    • Applicant can not do correction in Police Clearance Certificate once it is submitted.
    • If Applicant filled wrong country name in PCC by mistake then correction cannot be made, he/she has to apply afresh for PCC.
  3. Refund Policy :-
    • The Police Clearance Certificate Fees is non-refundable.
    • If PCC Application has mistake or rejected then fees will not be refunded under any circumstances.
  4. If PCC is on Hold :-
    • If Passport Office put Police Clearance Certificate on Hold due to any possible reason then applicant cannot reschedule their appointment to get it cleared.
    • Applicant has to fill new PCC Application, pay fees again and book a fresh appointment.
  5. PCC Marital Status Update :-
    • This is a very common situation which is faced by every passport holder in which they are single at the time of issuing passport and now they are married at the time of applying for Police Clearance Certificate.
    • So it is mandatory to add spouse name in Police Clearance Certificate Application Form.
    • Applicant has to submit Marriage Certificate or Annexure J at the time of appointment in Passport Seva Kendra.
  6. Required Documents for PCC :-
    • For PCC, the only required document is Indian Passport of Applicant.
    • There will be only one appointment of PCC, so applicant has to make sure to carry all the necessary documents on the date of appointment.

How to Apply for Police Clearance Certificate

  • Applicant can itself apply for Police Clearance Certificate from the Official Website of Passport Seva.
  • But applicant has to make sure that all the details will be filled correctly because there will be no chance of correction in PCC form is given once it submitted.
  • Applicant has to Register himself/ herself first on Passport Seva Website.
  • Visit Passport Seva Website and Click on New User Registration.

  • An User Registration Form will appear in which applicant has to fill basic details like full name, Passport Office as per applicant's place of residence, Date of Birth, Email Id, Login Id, Password as shown in below mentioned picture.

  • Fill the captcha code and click on Register.
  • A registration confirmation message will appear on screen and an account confirmation email will also sent to applicant.

  • Applicant has to open his/ her email and click on the link to activate passport seva account.

  • Once link has opened, applicant has to filled the User Id.

  • Account of Applicant will be activated successfully, after that click on Click here to login as shown below.

  • Now, select Existing User Login to login into the account.

  • Enter User Id and Password to fill Police Clearance Certificiate Application Form.

  • From the left side bar of services, select Apply for Police Clearance Certificate and click on Click here to fill the application form.

  • Application Form of Police Clearance Certificate will appear in which applicant has to fill details in 6 below mentioned parts :-
    • Passport Details.

    • Applicant Details.

    • Family Details.

      Fill Family Details
    • Present Residential Address.

      Fill Permanent Resident Address
    • Other Details.

    • Self Declaration.

  • Carefully fill all the details specially the name of country for which PCC is required and purpose for which PCC is required.
  • Preview the PCC Form first then click on Submit the Form.
  • Check your name and date of birth before clicking on next.

  • Now, Applicant has to pay the fees and schedule an appointment at Passport Seva Kendra.

  • Fees for Police Clearance Certificate is Rs. 500/- which can be paid through Net Banking, Debit or Credit Cards and through UPI.

  • Click on Pay and Book Appointment and pay the applicant fees of PCC.

  • Once payment is successful, applicant's appointment is booked for PCC and applicant has to visit the Passport Seva Kendra at the scheduled date and time.

  • Appointment Letter is generated by Passport Seva Website, take a print out of it and visit Passport Seva Kendra.

  • Application Status of Police Clearance Certificate can be checked with the help of File Number and Date of Birth.

If Passport Holder is Going to ECR Countries

  • Documents Required for Police Clearance Certificate if Passport Holder is going to ECR Countries for Employment are as follows :-
    Direct Employment in Foreign Country. (Not through any Recruiting Agency (RA)
    Type of Employment
    • Skilled or Semi Skilled.
    • Unskilled or Women Worker

      (Women's Age should not be below 30 years)
    Documents Required
    • Original Passport.
    • PCC Appointment Letter.
    • Self Attested Copy of 1st Two and Last Two pages of Passport.
    • Residence Proof/ Aadhaar Card. (If present address and address in passport is different)
    • Employment Contract Self Attested Copy.
    • Copy of Visa. (If obtained already)
    • Visa Translation in English Language. (If visa is not in English)
    • Annexure J. (For Married Applicant if Single at the time issuing of Passport)
    Employment in Foreign Country through any Recruiting Agency (RA)
    Type of Employment
    • Skilled or Semi Skilled.
    • Unskilled or Women Worker

      (Women's Age should not be below 30 years)
    Documents Required
    • Passport in Original.
    • PCC Appointment Letter.
    • Self Attested Copy of 1st Two and Last Two pages of Passport.
    • Residence Proof/ Aadhaar Card. (If present address and address in passport is different)
    • Copy of Employment Contract, Demand Letter, Power of Attorney from Foreign Employer. (Duly Attested by Recruiting Agency)
    • Copy of Valid Registration Certificate issued by Protectorate of Emigrants, Ministry of Overseas Indian Affairs.
    • Copy of Visa. (If obtained already)
    • Visa Translation in English Language. (If visa is not in English)
    • Annexure J. (For Married Applicant if Single at the time issuing of Passport)

If Passport Holder is Going to Non ECR Countries

  • The following documents will be required if Indian Passport Holder is going/ emigrating to non-ecr countries :-
    • Passport.
    • Self Attested Copy of 1st Two and Last Two pages of Passport.
    • Aadhaar Card/ Address Proof. (If present address and address in passport is different)
    • Documents Proof of applying for Residential Status, Employment (Employment Contract Copy) or for Long Term Visa for Immigration.

Dependent's Family Member PCC

  • If a person is currenly residing/ emigrated to ECR or Non-ECR Countries and their dependent needed a Police Clearance Certificate then the below mentioned documents will be required :-
    • Passport of Dependent Family Member.
    • Self Attested Copy of 1st Two and Last Two pages of Passport.
    • Residence Proof/ Aadhaar Card. (If present address and address in passport is different)
    • Sponshirship Declaration from that person who is sponsoring the emigration of PCC Applicant.
